Human is not just a subject of social relations in the modern world but one of the most important, if not the most important, economic resource. The overall concept of sustainable development, which strives for a balance between economic growth, social justice, and environmental protection, is impossible without recognizing the crucial role of human beings in this process. The understanding of human beings as drivers of progress provides the basis not only for the concept of sustainable development but also for the very concept of national wealth, which is no longer a simple measurement of natural resources and tangible assets. The modern concept of national wealth includes the human potential, its abilities, knowledge, and skills, which ensure the creation of new values and further development of society. In a market economy, the role of a person is multidimensional. This person acts not only as a producer of goods and services but also as a consumer, innovator, entrepreneur, and investor. Their economic activity defines the efficiency of functioning of the whole system. Two key aspects directly related to human beings can be distinguished when analyzing the productive capacity of society, the basis of economic growth: their labor capacity and their consumption capacity. The labor capacity is the totality of the physical, intellectual, and creative capabilities of a person as a result of education, experience, and health. Ability to consume reflects the level and quality of life determined by income, access to goods and services, and social guarantees.
Thus, a human being, possessing a wide range of abilities and skills, becomes a key factor of economic growth. This insight led to the emergence and development of the concept of human capital, one of the central concepts of
modern economic theory.
Human capital is not just the aggregation of individuals but a complex system of interrelationships that includes the level of education, health of the population, culture, innovation potential, and much more. Human capital is investments in the future, a guarantee of sustainable economic development.
In the context of Russia, development of a socially oriented market economy is impossible without a deep understanding and further development of the concept of human capital. This requires not only effective economic mechanisms but also social programs aimed at improvement of education, healthcare, poverty reduction, and establishment of conditions for self-realization of citizens. The only way to ensure Russia’s long-term prosperity is to invest in people, in their potential, and capabilities. Neglecting this fact leads to a slowdown in economic growth and deterioration in the quality of life of the population. Therefore, a deep and comprehensive study of the concept of human capital is one of the most important tasks for Russian economic science and practice.
The functions of human capital play the key role in modern society and economy. First of all, it is necessary to highlight the value-forming function, which consists in the development of new ideas, products, and services, which, in turn, contributes to the growth of well-being of both individuals and society as a whole.
The integrating function emphasizes the importance of bringing together different knowledge and skills, enabling people to work effectively in teams and achieve common goals.
The systematizing function of human capital provides order and structure in the learning and knowledge transfer process, enabling optimization of processes and increasing their efficiency.
The multiplicative function highlights that the knowledge and skills of individuals can significantly increase productivity and the overall efficiency of organizations.
The motivational function, in its turn, is focused on inspiration and encouraging people to achieve high standards of performance, which contributes to personal and professional growth.
Finally, the communication function emphasizes the importance of information exchange and interaction between people, which is the basis for the development of cooperation and joint projects. Regarding the principles of human capital development, several key aspects can be highlighted. The principle of high payback on all types of investments suggests that investments in education and
development of people should generate significant results. The principle of cost minimisation underlines the fact that it is necessary to reduce costs while maximizing results. Maximization of material consumption implies that it is necessary to provide conditions for people to use resources efficiently and meet their needs. Finally, the principle of constant updating of knowledge emphasizes the importance of continuous learning and adaptation to a rapidly changing world, which enables people to remain competitive and relevant in the labor market. Thus, the functions and principles of human capital are fundamental for its development and successful performance in the modern economy.
The practice of the Russian economy demonstrates that the solution to the problem of human capital can be achieved by establishment of educational clusters. A cluster is an association of interrelated structures or elements that make up a more highly structured and comprehensive system. This association makes it possible to develop a common development strategy, coordinate the efforts of different structures to achieve significant goals, effectively manage available resources, and ensure a higher level of quality of final results. The experience of application of the cluster approach in developed countries shows that these are the characteristics of the cluster that contribute to achievement of competitive advantages both for individual companies and for countries as a whole. An educational cluster, in particular, is understood as an association of enterprises of a certain industry and educational institutions that are engaged in education of personnel in required occupations and professions in the labor market in this industry. The subjects of the educational cluster can be not only employers and educational institutions themselves but also vocational education authorities, associations, and unions of entrepreneurs, employment services, as well as other social partners in the field of education. Interaction between employers and vocational education institutions within the educational cluster is oriented towards coordination of the scope, structure, and quality of education of future specialists. In accordance with this concept, enterprises should be actively involved in the process of development and approval of educational and organizational documentation. It includes participation in interim and final certification, as well as in equipment of educational and industrial workshops and research laboratories. This form of social partnership between educational institutions and employers makes it possible not only to improve the quality of education, but also to make it more relevant and consistent with the requirements of the modern labor market. Thus, the establishment of educational clusters is an important step to improve the
quality of human capital in the country. It requires the active participation of all stakeholders, including government agencies, business, and educational institutions, which will ultimately contribute to a more efficient development of the economy and increase its competitiveness in the international arena.

В современном мире человек – это не просто субъект общественных отношений, а один из важнейших, если не самый главный, экономических ресурсов. Вся концепция устойчивого развития, стремящаяся к балансу между экономическим ростом, социальной справедливостью и охраной окружающей среды, невозможна без признания решающей роли человека в этом процессе. Понимание человека как движущей силы прогресса лежит в основе не только концепции устойчивого развития, но и самого определения национального богатства, которое уже давно перестало сводиться к простым подсчетам природных ресурсов и материальных активов. Современное понимание национального богатства включает в себя человеческий потенциал, его способности, знания и навыки, которые позволяют создавать новые ценности и обеспечивать дальнейшее развитие общества. В условиях рыночной экономики роль человека многогранна. Он выступает не только как производитель товаров и услуг, но и как потребитель, инноватор, предприниматель, инвестор. Его экономическая активность определяет эффективность функционирования всей системы. При анализе производительных сил общества, основы экономического роста, выделяют два ключевых аспекта, непосредственно связанных с человеком: его способность к труду и его способность к потреблению. Способность к труду — это совокупность его физических, интеллектуальных и творческих возможностей, обусловленных образованием, опытом и здоровьем. Способность к потреблению отражает уровень и качество жизни, определяемые доходами, доступом к товарам и услугам, а также социальными гарантиями.
Таким образом, человек, являясь обладателем широкого спектра способностей и навыков, становится ключевым фактором экономического роста. Именно это осознание привело к появлению и развитию концепции человеческого капитала – одной из центральных концепций современной экономической теории.
Человеческий капитал – это не просто сумма отдельных индивидов, а сложная система взаимосвязей, включающая в себя уровень образования, здоровье населения, культуру, инновационный потенциал и многое другое. Вложение в человеческий капитал – инвестиции в будущее, гарантия устойчивого экономического развития.
В контексте России, построение социально-ориентированной рыночной экономики невозможно без глубокого изучения и дальнейшего развития концепции человеческого капитала. Это требует не только эффективных экономических механизмов, но и социальных программ, направленных на повышение уровня образования, здравоохранения, снижение уровня бедности и создание условий для самореализации граждан. Только инвестиции в человека, в его потенциал и возможности, могут обеспечить процветание России в долгосрочной перспективе. Игнорирование этой истины ведет к замедлению экономического роста и ухудшению качества жизни населения. Поэтому глубокое и всестороннее исследование концепции человеческого капитала является одной из наиболее важных задач для российской экономической науки и практики.
Функции человеческого капитала играют ключевую роль в современном обществе и экономике. В первую очередь, стоит выделить ценностеобразующую функцию, которая заключается в создании новых идей, продуктов и услуг, что, в свою очередь, способствует росту благосостояния как отдельных людей, так и общества в целом.
Интегрирующая функция подчеркивает важность объединения различных знаний и навыков, позволяя людям эффективно работать в команде и достигать общих целей.
Систематизирующая функция человеческого капитала обеспечивает порядок и структуру в процессе обучения и передачи знаний, что позволяет оптимизировать процессы и повышать их эффективность.
Мультипликативная функция указывает на то, что знания и навыки отдельных людей могут значительно увеличивать производительность труда и общую эффективность работы организаций.
Мотивационная функция, в свою очередь, направлена на вдохновение и стимулирование людей к достижению высоких результатов, что способствует личностному и профессиональному росту.
Наконец, коммуникационная функция подчеркивает важность обмена информацией и взаимодействия между людьми, что является основой для развития сотрудничества и совместных проектов. Что касается принципов развития человеческого капитала, то здесь можно выделить несколько ключевых аспектов. Принцип высокой отдачи от всех видов вложений предполагает, что инвестиции в обучение и развитие людей должны приносить значительные результаты. Принцип минимизации издержек акцентирует внимание на том, что необходимо стремиться к уменьшению затрат при максимизации результатов. Принцип максимизации потребления материальных благ подразумевает, что необходимо создавать условия для того, чтобы люди могли эффективно использовать ресурсы и удовлетворять свои потребности. Наконец, принцип постоянного обновления знаний подчеркивает важность непрерывного обучения и адаптации к быстро меняющемуся миру, что позволяет людям оставаться конкурентоспособными и востребованными на рынке труда. Таким образом, функции и принципы человеческого капитала являются основополагающими для его развития и успешного функционирования в условиях современной экономики.
Практика российской экономики демонстрирует, что решение проблемы человеческого капитала может быть достигнуто путем создания образовательных кластеров. Кластер представляет собой объединение взаимосвязанных структур или элементов, которые образуют более высокоорганизованную и целостную систему. Это объединение позволяет выстраивать общую стратегию развития, координировать усилия различных структур для достижения значимых целей, эффективно управлять имеющимися ресурсами и обеспечивать более высокий уровень качества конечных результатов. Опыт применения кластерного подхода в развитых странах показывает, что именно такие характеристики кластера способствуют достижению конкурентных преимуществ как для отдельных фирм, так и для стран в целом. Образовательный кластер, в частности, понимается как объединение предприятий определенной отрасли и образовательных учреждений, которые занимаются подготовкой кадров по профессиям и специальностям, востребованным на рынке труда в данной отрасли. Субъектами образовательного кластера могут выступать не только сами работодатели и учебные заведения, но и органы управления профессиональным образованием, объединения и ассоциации предпринимателей, службы занятости, а также другие социальные партнеры в сфере образования. Взаимодействие между работодателями и учреждениями профессионального образования в рамках образовательного кластера направлено на согласование объемов, структуры и качества подготовки будущих специалистов. В соответствии с этой концепцией, предприятия должны активно вовлекаться в процесс разработки и согласования учебно-программной документации. Это включает в себя участие в проведении промежуточной и итоговой аттестации, а также в оснащении учебно-производственных мастерских и учебных лабораторий. Такая форма социального партнерства между образовательными учреждениями и работодателями позволяет не только повысить качество обучения, но и сделать его более актуальным и соответствующим требованиям современного рынка труда. Таким образом, создание образовательных кластеров является важным шагом на пути к улучшению качества человеческого капитала в стране. Это требует активного участия всех заинтересованных сторон, включая государственные органы, бизнес и образовательные учреждения, что в конечном итоге будет способствовать более эффективному развитию экономики и повышению ее конкурентоспособности на международной арене.
